It's an expression of anger, from what I understand -- and I feel a lot of anger toward the upstairs people. XD
I think podfic is something that anyone who likes reading fic and have a microphone can engage in! There isn't a specific type of voice or anything that is absolutely necessary. I do it 'cause I enjoy it and it allows me to practice speaking slowly and clearly (I have a tendency to ramble at a high speed and stumble/slur when I speak XD;;).
